You need to use the P-Balloon to float across the map, avoid the Chargin’ Chucks, and not get hit by the Volcano Lotus’ fireballs. Stand on the cannon and kick the shell right to break the block wall. Grab a Koopa shell from the beginning of the stage and run with it until you pass the white block.
